Highlands School caters exclusively for students who are unable to attend mainstream educational settings as a consequence of longstanding and substantial behavioural issues. The focus of the program of Highlands School is its focus on the individual. The resultant programs are grounded in and benefit from the works of Driekurs, Glasser, Ginott, Canter, Kounin, Skinner, Jones amongst others. Prominent amongst the elements of the program at Highlands School are functional literacy, functional numeracy, IT skills, VET, Outdoor Recreation, sport, horticulture and agriculture. At the conclusion of the time at Highlands the students return to either their school of origin, another school for a fresh start, TAFE or third party provider or full time employment (preferably an apprenticeship or traineeship).
A secondary focus for Highlands School is providing colleagues with assistance with behaviour and behaviour related issues. As a consequence of this focus Highlands School has developed the Behaviour Focus Website that is able to be accessed by all DEC staff.
